You are correct, all transfers to Primal are capped at level 60.

Try making a ticket in-game stating you need a race change applied to your account as it seems the transfer have gone wrong.

I don't want to say "You think you do, but you don't" But, it would be a lot of work for staff to make that realm for you guys, and since the realms have moved to the downgraded host, we are already having some nasty lagspikes with 2 realms + PTR. Adding another seems like inviting disaster to me. T...

I had the same issue sadly. I stopped playing at the end of MoP, so my character is level 90. Even if the hundreds of hours and rather large collection of stuff wouldn't come over, i too requested a transfer of my old main to the Primal server. But since the level requirement was 100, it was decline...
